BOSAG Unveils Ambitious 5-Year Strategic Plan Aimed at Creating 100,000 Job Opportunities by 2030

The Business Outsourcing Services Association of Ghana (BOSAG) has officially launched its five-year strategic plan at a well-attended ceremony at the Accra Digital Centre. The launch represents a coordinated push to position Ghana as a competitive global outsourcing destination and to expand digital employment opportunities nationwide.

The event brought together leaders from government, development agencies, digital infrastructure providers, major BPO operators, and industry associations. BOSAG also inaugurated its governing council, which will guide the implementation of the plan from 2025 to 2030.

A Vision Anchored on Five Strategic Pillars

BOSAG’s roadmap is built on five core pillars that outline how the association intends to grow the sector and strengthen Ghana’s standing in the global digital services industry:

  1. Raise International Visibility and Client Engagement
    Strengthen Ghana’s presence in global markets, attract new outsourcing clients, and improve the country’s visibility among international investors.
  2. Drive Skills Development and Talent Readiness
    Equip young people with digital, customer service, and technical skills that match industry demand. This includes expanding access to training through partnerships with institutions like Ghana Digital Centres Limited (GDCL).
  3. Promote and Support Local Sector and Operator Capability Building
    Provide guidance, resources, and collaborative opportunities to help local BPO operators scale, improve service quality, and adopt global best practices.
  4. Facilitate Policy Advocacy and Public-Private Alignment
    Work closely with government and regulators to shape policies that encourage investment, improve infrastructure, and make Ghana more competitive.
  5. Enable Sector Research and Knowledge Sharing
    Generate data, insights, and industry reports to guide decision-making and help operators understand market trends.

A Clear Ambition: 100,000 Jobs Over Five Years

One of the headline goals of the strategy is to support the creation of 100,000 jobs in the digital and business services sector by 2030. BOSAG leaders emphasized that outsourcing remains one of the most accessible and scalable pathways for youth employment, especially for graduates and job seekers looking for fast entry into digital work.

Strong Support from Ghana Digital Centres Limited

GDCL reaffirmed its commitment to helping BOSAG achieve the talent and capacity-building components of the plan. GDCL officials stressed the need to activate regional digital centres so training and job opportunities are not concentrated solely in Accra.

The Accra Digital Centre was highlighted as an example of what regional centres can achieve: a growing tech ecosystem, entrepreneurial support programs, and thousands of trained youths who have transitioned into digital roles. GDCL noted that replicating this success across all regions is essential for BOSAG’s vision to succeed.

Stakeholders & Support

The launch drew strong participation from BPO operators, outsourcing firms, IT service companies, and training partners. Many industry leaders welcomed BOSAG’s structured agenda and highlighted the value of having a unified association pushing for standards, advocacy, and investor engagement.

Stakeholders pointed out that Ghana is well-positioned to become a top African outsourcing destination thanks to its English-speaking workforce, stable political environment, and growing digital infrastructure. The new plan aims to convert those advantages into measurable growth over the next half-decade.

Looking Ahead

The success of BOSAG’s five-year strategy will depend on how effectively partners execute training programs, strengthen infrastructure, and build a competitive environment for operators. With global demand for outsourcing continuing to rise, Ghana has a timely opportunity to grow its market share and become a preferred destination for digital and business support services.

If the plan is implemented as designed, the country could see unprecedented growth in digital employment, stronger private-sector capacity, and increased global recognition as a reliable outsourcing hub.
